It looks like Chase attempts to overtake a driver who is also on a fast lap (as indicated by the lack of blue flags). This therefore is in breach of article 5.6.3 of the ACRL rulebook. He then also spins his car on the racing line, causing a collision. Taking all this into account, DSW to Chase.
