Car 23 moves to avoid the slow car ahead, but moves nearly into the other lane and clips the back of another car. This causes a spin that collects many others.
There's a bit of spatial awareness missing here from everybody, probably due to horseblinder syndrome. 10s * 1,5 to car 23 for setting the whole thing off, but really the rest of it is pretty race incident.
