Failure to adhere to blue flags, failure to avoid contact after being lapped by leading car. No evidence of several laps of blue flags, but blue flags must be obeyed at all times with speed and caution. Apparently neither was present. Lead car does brake early to t1, but lapped car brakes too late to t1 causing collision. Due to the contact occurring in the braking zone, and without much cause for incident - 20 second time penalty to car 195.
