Things that were taken into consideration when judging
1. No point of view evidence from Acerod. It would be needed to judge if he actually turned in or not.
2. From frame by frame analysis and measuring the distance between Actis and the white line, Matteo seems to be drifting left causing the collision
3. Hard to say if Acerod is turning in at the contact point, he sure is planning to do it shortly after because of the brake input. He has his brakes fully applied even few frames after the contact suggesting that he has yet to turn in.
4. Acerod is fully alongside before the turn in point. It means that Acerod can be anywhere on the track where there is space for him and so he does. Therefore Acerod having space on the outside doesn't matter.
