At no point should anyone try and retake their position on the formation lap. We have already had this happen at least once this season and they ended up with a race ban.

If you don't grid, even if it's a technical issue, you cannot proceed to try and take your position back on the formation lap and therefore must start from the rear. Therefore a race ban for Car 10.
